Direct Appointment vs Open Tender: What Changes

Not every purchase runs as an open tender. In defined circumstances an agency may use direct appointment (penunjukan langsung), choosing a provider without open competition. IPW acknowledges this can be legitimate for genuine emergencies or highly specialised needs, but warns that it removes the price discipline competition provides. When direct appointment is used, IPW argues, the justification and the resulting price deserve extra public scrutiny, not less.
